You want the federal government to have the power to issue licenses to people so that they may do journalism?

Or is that something that the state governments would do?

The former. In a liberal democracy, there is no meaningful distinction between “journalism” and “government propaganda”, so if we’re going to have it, it should at least look like what it is.
