If we accept that copyright is solely a monopoly granted by government, then it is possibly reasonable that government grant other laws allowing expansion of access to copyrighted works. Disney desires government enforcement of copyright as seen in their repeated successful lobbying to extend copyright beyond the previous terms. To probable minimal benefit to themselves but of great detriment to consumers as no one wishes to reproduce works that no one knows who holds the copyright to.
